A global leading foreign company is seeking a 'CHP PM (Combined Heat & Power - Project Manager)' as follows

[RESPONSIBILITIES]
The CHP PM will manage several CHP projects, from the Feasibility Study to the Engineering, Procurement and Construction (EPC), including commissioning, according to HSE standards, within the budget, schedule and quality requirements.
He will be in charge of supervising the Consultant(s) and contractor(s) during the execution of the project.
The candidate should have extensive experience in small to medium size industrial Cogeneration plants.
He should be conversant with design, engineering and construction of biomass boiler and turbine works.
He must have good knowledge of engineering, project planning, procurement, commissioning for Boiler Turbine Generator Mechanical, Civil, Electrical and C&I in medium size Biomass CHP projects.
The CHP PM will report to the Technical Director of Renewable Energy.

[MAIN TASKS AND CHALLENGES]
01. Feasibility Study (FS)
- Select the appropriate Consultant for the FS
- Supervise the consultant and other stakeholders
- Participate to the meetings
- Review draft report
- Issue internal memo
- Responsible for on time FS delivery

02. Project Management (PM)
- Supervise EPC, consultant, vendors, etc.
1. Set goals to EPC and/or consultants to achieve budget and schedule
2. Make sure the organizations of EPC and/or consultants are in line with the objectives of the project
- Responsible for the project progress and schedule
1. Conduct regular meetings with contractors and consultants
2. Conduct and distribute Project Quality Evaluation Reports
- Review the specifications for the major packages
- Make sure that company’s O&M requirements are included in the Design stage
- Conduct Life Cycle Cost calculation and optimization
- Review timely all major third party engineering design
- Review the contracts with consultants, EPC, vendors and etc.
- Assist Procurement on matters of performance guarantee, maintenance, warranty, etc.
- Make sure there is no overlap or missing parts in the scope of work of each contractor/vendor
- Direct change management and contract variation control, identify and confirm variations, and submit detailed change valuations
- Co-ordinate site activities with the Construction Manager for completion erection and commissioning on time. Resolving site discrepancy reports with Engineering.
- Make sure that project documentation is in accordance with contractual requirements and internal document control procedures
- Supervise the T&C to make sure the performance is achieved for each and every package
- Report to the Director of RE in any change, delay, additional cost in the Project

Relevant technical skills:
- Boiler (Fluidized Bed type)

Must have experience in developing conceptual designs, project basis of design and feasibility studies, preparation of minimum technical specifications, tender dossiers for EPC.
Review of EPC contractor submission.
Possess good oral and written English skills to function effectively within an international project team.
Periodic interaction with client/consultant/EPC/vendors PM is required for ensuring smooth execution of the project so open and effective communication skills are expected.
Candidates are required to have a Mechanical or Electrical engineering degree with a minimum of 8 years Power or CHP Plant project experience.
Candidates with contracting, consulting and operation background will be considered for this role.
